Purpose

In order for the SCMP holder, the supply chain management profession, and employers of SCMPs to benefit from and maintain credibility of the certification, continuous professional development is expected to ensure a level of competency and current knowledge with respect to supply chain management.

A professional is more likely to remain at a high level of competence and currency if:

Maintenance Requirements

Credits are assigned to prescribed maintenance activities. View the Maintenance Points Matrix for a summary of how many points each maintenance activity is worth. While there is no upper limit, a minimum of 30 credits needs to be achieved over each Maintenance Period (36 months). In addition to achieving the 30 credits, the SCMP is required to maintain current membership status with the MIPMAC throughout the Maintenance Period.

Maintenance Period

Each Maintenance Period comprising of three consecutive calendar years shall immediately follow the previous Maintenance Period; the start and end dates of each shall be January 1 of year-1 and December 31 of year-3 respectively.

The initial three-year Maintenance Period shall commence on January 1 of the year immediately following that in which certification was granted, ending on December 31 of the third subsequent year.

Credit Categories

Education: e.g. Programs, courses, and seminars relating to management and supply chain processes.

Leadership: Instructing/lecturing courses and seminars and public speaking.

Scholarly: Write or publish books and/or articles. Develop seminars or courses. Write articles for Institute newsletter. Session presentation at Annual General Meeting/National Conference.

Participation: Attend Annual General Meeting or General Business Meeting National or Conference. Become an Institute or National Board/chair/committee member.

Annual Reporting

Each individual SCMP will be responsible for documenting all successfully completed maintenance activity for the period, using the Maintenance Activity Report.

To ensure the accuracy in annual archival and statistical activity, Maintenance Activity Reports for any given year should be submitted to the MIPMAC office no later than February 28 (60 days after calendar year end). Where no report is received by the due date, no credits may be assigned for the corresponding activity period. Documentary evidence of successful completion should be attached for each listed activity.

Reporting Submissions

Annual reporting submission is encouraged to take place within 60 days of calendar year end (December 31). However, all maintenance points must be submitted at end of reporting period (36 months) within 60 days of the third year end.

Credits exceeding 30 may not be forwarded to the next reporting period.

Transferring Members

MIPMAC reporting schedules and procedures shall be followed as above. Transferring SCMPs shall be required to commence participation as of January 1 immediately following relocation to Manitoba. If participation commenced prior to relocation, unclaimed credits may be recorded in the first Maintenance Activity Report filed with the MIPMAC.

If differing reporting schedules exist between the originating Institute and MIPMAC, participation may be continued in the intervening period and credits claimed in the first Maintenance Activity Report filed with the MIPMAC.

Recognition of Achievement

Upon satisfactory completion of maintenance requirements, the MIPMAC will review the submissions and will issue a formal recognition of achievement for the corresponding maintenance period after the third year.

Failure to Report

A SCMPs failure to complete and report maintenance requirements for any given Maintenance Period may invite disciplinary action resulting in loss of the right to use the SCMP designation.

If completion of the requisite maintenance requirements for a given 36 months Maintenance Period has not been confirmed by the reporting due date (February 28 of the third year), the SCMP will be served with written notice calling for written clarification−explanation of the circumstances. Should reasonable grounds exist, an extension may be granted, with Accreditation Committee approval, on condition that subsequent Maintenance Periods and reporting schedules remain unaffected. After that time, persistent failure to satisfy the maintenance standard will result in an official notification of the disciplinary action being sanctioned.

Exemptions

All honorary and permanently retired non-practicing Institute members shall be exempt from maintenance requirements. An SCMP holder not belonging to any of these categories may request and may be granted a one-time exemption for any 36 months period at the absolute discretion of the Accreditation Committee. Written requests should be submitted to the attention of the Accreditation Committee at the Manitoba Institute office.

Program Management

It is the responsibility of each SCMP to meet the requirements for maintaining certification. This entails completing the prescribed activities and accurately reporting them on an annual basis.

MIPMAC monitors participation and compliance including management of participant records.

The administration and management of this process includes:

Communication

Communication to SCMP members about maintenance requirements will be through various channels (The Pulse, e-mail, meetings, letters, web site, etc.).

Completing and Reporting Your Activities

It is the responsibility of each individual SCMP to document and report the eligible maintenance activities they have successfully completed during the Maintenance Period. In order to receive maintenance credits, you must submit a completed Maintenance Activity Report—credits cannot be assigned purely on the strength of a verbal exchange of information.

Close of a Maintenance Period

A. Final Submission due at the end of the Maintenance Period
Within 60 days of the close of each 36 months maintenance period, participants are expected to do one of the following:

(i) Submit all overdue (previously unsubmitted) Maintenance Activity Reports and supporting documentation pertaining to that Maintenance Period. Or,

(ii) Apply for an extension if a shortfall in maintenance credits needs to be made up for the given Maintenance Period.

At the Accreditation Committee’s discretion, the applicant may be granted an extension until December 31 of that year to make up the shortfall. However, the subsequent Maintenance Period and requirements remain unchanged and applicants should be aware that the extension period will overlap with the start of the subsequent Maintenance Period. This could have the effect of shortening the available time to complete requirements for this maintenance period. Or,

(iii) Apply for an exemption. An applicant who has not previously requested or been granted exemption but who may be eligible based on membership status or extenuating circumstances should apply in writing to be exempted from maintenance requirements. The application should include the reasons/grounds for exemption; proof of good membership standing and any other pertinent information (e.g. medical documentation) required to make an assessment.

B. Non-compliance
Non-compliance, if deemed to have occurred, may result in the lapse or revocation of SCMP status. An individual may be deemed to be non-compliant in the following circumstances:

(i) At the passing of the 60-day submission deadline,

(ii) At the end of the extension period, a shortfall in maintenance credits for the affected maintenance period persists.

C. Sanctions/Outcomes Following Non-compliance
An individual who is deemed to be non-compliant will be duly notified of outcomes and/or sanctions to be imposed as follows:

(i) The defaulter is cited for non-compliance

(ii) The defaulter's SCMP certification status will be classified as “Lapsed,” resulting in automatic suspension of the right to use the SCMP designation

(iii) An employer who seeks to verify a current employee's SCMP standing will be informed of the employee's “lapsed” status, should such an inquiry be made in writing to MIPMAC.

(iv) The outcome/sanction may be appealed on the grounds of just cause and other extenuating circumstances.

(v) Where non-compliance results in the lapse or loss of professional designation, the individual may apply for reinstatement pursuant to the existing Reinstatement Policy.

Appeals

Decisions related to a submission and/or outcomes/sanctions resulting from non-compliance may be appealed:

Appeals Process

a) The process relies on the exchange of written correspondence and documentation, eliminating the need for hearings. Written appeals must be submitted to the MIPMAC office within 30 days of being notified of the decision/outcome being appealed.

(b) The appeal should include supporting documentation (e.g. course outline, supplementary information, letter of employer support) and a one-page summary explaining grounds for appeal.

(c) The Maintenance Period is not suspended while the appeal is pending. Appealing member are advised to participate in other prescribed activities and to continue to report these by the specified due dates.

(d) The Accreditation Committee will deliberate the matter and render a decision within 30 days.

(e) Final Appeal: following its receipt, the Board serving as the "final court of appeal" will rule on the appeal, as far as possible, at their first scheduled meeting or at the latest, within 3 months. This decision will be final and binding and will be communicated to the appealing member within 10 business days.

(g) If the appealing member receives an unfavorable decision after the close of the affected Maintenance Period, the appealing member may apply for an extension, to make up any resulting credit shortfall. Should a shortfall persist beyond the extension period, the member may be deemed to be non-compliant.

(h) Appeals are decided strictly on a case-by-case basis with the scope of the decision limited to the case in question.

Reinstatement

Where a professional designation has lapsed or been suspended/revoked for reasons such as lapse of membership, non-compliance, and Code of Ethics violations, etc., the individual may apply for reinstatement pursuant to the following terms and conditions:

1. Reinstatement Fee:
A non-refundable reinstatement fee will be payable by all applicants over and above any other outstanding dues and/or payments accrued in their name. Reinstatement fee is set in the amount of MIPMAC annual membership fee and may be revised from time to time, without notice.

2. SCMP Certification lapsed less than 5 years:
Provided no outstanding claims or legal actions are pending against the applicant, conditional reinstatement may be granted while the individual undertakes to comply fully with the maintenance program requirements in effect at the time – i.e., the individual must earn the required number of credits within three years of applying for reinstatement, whereupon, full reinstatement will be granted. Such application should be submitted in writing by January 31 immediately following completion of these requirements, and should be accompanied by supporting documents.

3. SCMP Certification lapsed more than 5 years:
Provided no outstanding claims or legal actions are pending against the applicant, conditional reinstatement may be granted on the proviso that at the earliest possible sitting within three years of applying for reinstatement, the individual submits to the SCMP National Written Examination in effect at the time. The individual will be fully reinstated if successful.

4. Continued Compliance:
Once reinstated, the SCMP must continue to comply fully with the maintenance program requirements in effect.

Annual Program Review/Revision

SCMPs are encouraged to forward written comments and concerns regarding the maintenance program to the MIPMAC office. The Accreditation Committee meets annually to review participant feedback and input from other resources, including trends in program compliance and the appeals process. Based on recommendations from the committee, the program may be revised from time to time. Effective Date of Program Revision: Unless otherwise specified, all program/policy revisions come into effect as of January 1 following their approval and may be applied to all the Maintenance Periods that either include or follow the effective date.
